Papelism:
[li]Is defined as any person who purposely creates multiple user accounts in an effort to manipulate, affect, or otherwise influence whether adversely or not, any operations, votes, elections, or any other procedures in Luthoria.
Penalties:
[/li][li]First offense: Fine of MK4000 and two week ban
[/li][li]Second offense: Fine of MK7000 and one month ban
[/li][li]Third offense: All property, bank accounts both personal and business are closed and all funds and assets seized. User name and the user are banned permanently.
Appeals:
[/li][li]A royal pardon, made by the king only, can forgive a person, only one time, of papelism.
[/li][li]A pardon may be turned over by a majority vote of the parliament and the approval of the Chief Minister.
[/li][li] Initial pardon request must be made by e-mail, pm, or other communication, prior to the completion of the trial. The King will deliberate and make a ruling no more than one month after the trial.
Pardoned Offenders Limitations:
[/li][li]Upon reentry back into society, all offenders will be forced to start over. No money, or accounts will be returned, though they can re-register for a new bank account.
[/li][li]Upon reentry a single unit of the offenders land, if more than one was owned, will be returned. The particular unit will be at the discretion of the Minister of the Interior.
[/li][li] Offenders may open or reopen a closed business, but may not take the company public for a period of one month.
[/li][li]Offenders are not allowed to hold any government office for two months.
Monitoring:
[/li][li]All IP addresses, and their ranges, will be monitored, collectively stored, and updated regularly.
[/li][li]The forum security settings will be modified to disallow a username to be registered twice, unless it is deleted first.

[/li][li]All IP addresses will be "traced" via a free tracing system and the information given from the provider will be monitored, collectively stored, and updated regularly.
[/li][li]All law enforcement agencies are allowed to monitor and investigate all suspicions of papelism.
[/li][li]Charges of papelism can be made by any law enforcement agent, and a trial will be held before the supreme court or the presiding lower court.
