I'd like to propose that we change Article 9 of the consitution to read as follows:
The original is as follows:
Article IX. The Provinces
Section 1.01 There are currently 4 Provinces, 1 District, and 1 Colony which make up the United Kingdom. They are:
(a) Province of Emeraldia
(b) Province of Germania
(c) Province of New Hawai’i
(d) Province of Luthoria-Luthoria Island
(e) Royal District of Ali’i Kaona (the Capital)
(f) Royal Colony of St. Patrick
Section 1.02 New provinces, colonies, or royal districts may be added by an act of Parliament.
Section 1.03 For a colony or district to become a Province, there must be at least 2 people who live in that area, they must all want Provinceship, and they must get the Grand Parliament to issue and act making them a Province of the United Kingdom of Luthoria
Section 1.04 Governance of the Provinces
(a) There will be 1 governor over every province.
(b) The Provincial Governors will be selected based on the number of posts a person has, and which province they live in. The person with the highest number of posts in each province will be governor.
(c) Provincial Governors will be reselected every April and October
(d) Provincial Governors will have the authority to run their region as they see fit, as long as they remain within the law of Luthoria. They may create, or not create, any agency, bureau, or body they see fit to create to help them run their province.

(a) All colonies and districts will be governed by the Royal Colonial Administration
(i) This, however, does not apply to the Royal District of Ali’i Kaona, the capital. That district shall remain under the control of the Monarchy.
(b) The RCA will be governed by the Governor General of the Colonies, who will be appointed every 6 months by the Reigning Monarch, at the same time the Minister of State is elected.
(i) The Governor General of the Colonies will have the authority to run all the colonies and districts as they see fit, as long as they remain within the law of Luthoria. They may create, or not create, any agency, bureau, or body they see fit to create to help them run their province.
