Preamble [/b]

The Ocian Federation and the people of the Kingdom of Luthoria (UKL) recognizing the good friendship and common goals of the two states seek to form one joint entity with the Kingdom of Luthoria joining the Ocian Federation.

Article 1

The flag of the Ocian Federation shall be used as a National flag throughout the entire Federation, all other flags of any other region including Luthoria shall remain official but different in status and shall be only used as a regional flag.

Article 2

Luthoria shall maintain a certain level of autonomy, it shall maintain the right to pass its own regional laws adapt its own constitution within the boundaries of the constitution of the Ocian Federation.

Article 3

a) The Governor of the United Kingdom of Luthoria (UKL), shall be styled with the Title “King/Queen of the UKL” and shall be appointed by the President of the Ocian Federation and shall serve in this capacity, regardless of the Terms of the President or the Assembly, until a new King/Queen is appointed by the President of the Ocian Federation, on his own Nomination or that of the Federal Assembly or that of the Parliament of the UKL. The Term of the Old King/Queen only ends when a New King/Queen is appointed, by Presidential Decree.

b) The King shall administer on behalf of the President of the Ocian Federation the Territory of the UKL and shall the same powers granted to the President of the Ocian Federation, in the administration and in the course of his/her duties in the Territory of the UKL only. S/He is directly accountable to the President of the Ocian Federation and must obey every order given to him/her by the Federal Assembly and/or the President.

c) The Federal Assembly, by majority vote and/or the President of the Ocian Federation, by his own initiative, may veto or halt any action by the King/Queen of the UKL, should they feel that such action does not uphold or is in keeping with the Principals of the Federation, its constitution, its laws, the agenda of the state or is otherwise deemed inappropriate.

d) The King/Queen of the UKL, may not represent the Ocian Federation as a whole, engage in foreign relations, of any kind, without the consent of the President of the Ocian Federation or act outside the territory of the UKL.

Article 4

All citizens of Luthoria are considered equals to all other people of the Federation and shall be considered full Ocian Citizens with the same rights as all Ocian Citizens. The people of Luthoria shall enjoy the privileges as any Ocian Citizen of:

a)Allowing to run for any office

b)Voting in any National Elections or Referendums

c) Caring out Mandatory Military Service in the Ocian Defence Forces


Article 5

Luthoria is to be granted its own judicial system, and maintain its own forum if it’s government seeks to do so. The Ocian High Court remains the highest court in all the Federation and shall retain its right to overrule any ruling by any court in the Federation.

Article 6

The people of Luthoria shall have the right to elect its own representatives to the Federal Assembly. These representatives will have equal rights, voting privileges as any other representative in the Federal Assembly.

Article 7

The President of the Ocian Federation remains the highest office in the Federation. The people of Luthoria shall enjoy the right to run for this position, and vote during elections. The Prime Minister of the Ocian Federation is the head of the Federation’s entire government. This position includes head of the entire government of the Federation including all regions and provinces.

Article 8

The entire Federation will maintain only one united Armed Forces. The Military of Luthoria shall be merged into the Ocian Defence Forces.

Article 9

Luthoria shall maintain the right to have a regional police force.

Article 10

Luthoria at any time may succeed independence from the Ocian Federation if a referendum in the region is in support for the measure 65% or more and the motion is supported by a majority in the Federal Assembly.

Article 11

Luthoria Corporations shall maintain the right to trade it’s stocks at the November City Stock Exchange.
