Ladies and Gentlemen of the United Kingdom of Luthoria,
I have come before you today to establish some order to this rather chaotic time that we are in. Below are a series of Royal Decrees that will establish a new era of Law and Order for this country.
RD-001-08: National Statutory Code
Section 1: All laws passed by the Reigning Monarch, Privy Council, or by the National Assembly shall be entered into the following Statutory Code:
1.01: Section 1- Royal Law- laws dealing with the operation and function of the Reigning Monarch and the Royal Family
1.02: Section 2- Executive Law- laws dealing the operations and functions of the members of the Royal Privy Council
1.03: Section 3- Interior Law- laws dealing with all domestic operations and functions in the kingdom, from land to transportation to civil rights to education to financial operations.
1.04: Section 4- Foreign Law: laws dealing with foreign relations, whether with another nation or international group. This will include all treaties.
1.05- Section 5- Judicial Law: laws established by court rulings by the Luthorian Judicial System
Section 2: This new system shall be the highest law in the land (except for any form of national constitution or other national charter that may be passed in the future). All laws currently on the books are now officially null and void, and must be reauthorized before they are entered into this new system.
RD-002-08: National Coding Law
Section 1: All Laws passed by the Royal Government must use the following coding system:
1.01: Royal Decrees: RD-### (number)-##(year)
1.02: Orders-in-Council: OC-### (number)-## (year)
1.03: Executive Orders (Chancellor): EXO-###(number)-##(year)
1.04: Military Decree (Grand Marshal): MD-###(number)-##(year)
` 1.05: Assembly Law: NA-###(number)-##(year)
Section 2: When a law is passed/ decreed, it will be entered into the statutory code, and will be annotated with its own specific code.
RD-003-08: National Land Law
Section 1: All land in Luthoria that is not specifically owned by one person or company or some sort of organization is hereby officially declared as property of the state
Section 2: The government has the right to mine any resource from government owned land
Section 3: Upon receiving citizenship, each new citizen is to be given one Acra of land of his or her choosing.
Section 4: inland lots cost 2,000LMs per acra, costal costing 4,000LMs per acra
Section 5: Land distribution and sale will be ran by the Royal Land Bureau, which shall be under the operation of the Royal Chancellory.
RD-004-08: Citizen Rights
Section 1: Every citizen will be garunteed the following rights:
1.01: Freedom of Religion
1.02: Freedom of Speech and Press
1.03: Freedom from Discrimination based on race, sex, or religion.
1.04: Freedom of a fair trail
Section 2: These rights cannot be denied to any citizen for any reason. Any person who violates the rights of another citizen will, upon conviction in court, be banned from the forums for up to 3 weeks.
RD-005-08: Royal High Court
Section 1: The highest court in the UKL shall be the Royal High Court, presided over by the Royal Grand Justice, who shall be a member of the Privy Council.
Section 2: The Grand Justice will be appointed by the Reigning Monarch, and shall serve for 6 months. At the end of 6 months, the RM may either renew the appointment or appoint someone new.
RD-006-08: Royal Colonial Authority
Section 1: All Colonies will be governed by the Royal Colonial Authority, which will be headed by the Governor General.
Section 2: The Governor General will be appointed by the Reigning Monarch, and will serve for 6 months, at which time the RM can either renew the appointment or appoint a new Governor General.
Section 3: All Colonies will collectively elect 1 delegate to represent colonial interests in the National Assembly.
RD-007-08: National Assembly
Section 1: The National Assembly shall only meet when:
1.01: The King calls for the National Assembly to convene
1.02: The whole Privy Council (minus or plus the Reigning Monarch) calls for the National Assembly to convene.
1.03 A vote is called for by at least 3 people. Should the vote pass with ¾ majority of the entire population, the National Assembly will be ordered to convene
Section 2: When the National Assembly is ordered to convene, each province and the RCA will elect 1 delegate to the NA.
2.01 A delegate must have been a citizen for at least 1 month.
2.02 A delegate must live in the province he represents.
