March 10,2008 Ladies and Gentlemen, I am hereby naming Aedan Clark as Chairman of the National Bank, under Third Minister Kilikopela. I am also requesting that the Third Minister officially adopt the proposed budget that was presented to Parliament back in January. This is the only thing really holding up our economy. Once the Third Minister adopts the new budget, I'd request that Chairman Clark enact the budget in the bank, and establishe the accounts for the ministries, and distribute the 1,000 Marks per citizen that was promised in the new Immigration Incentive.

All government accounts have been created.
6/8 Incentive packages delivered, and all allocated funds transfered to the respective accounts.
All the accounts had an e-mail sent to the current overseer of the respective government office.
Salaries have yet to be delivered, as there is the pressing issue of income tax, and if the whole sum will be sent of if it will be in monthly amounts.

My suggestion is to send the salaries in one amount, making it aware, that this will be the only payment sent for 365 days.
I recommend that 30% be taken from the whole amount, which broken down would be 2.5% per month.
The tax would be calculated and rounded to the nearest whole cent, and stored in the Luthorian Revenue Service account, at which any time can and will be transfered to the Federal Reserve.

i am personally against income tax, but it would probably be easier than sales tax.

i am personally against income tax, but it would probably be easier than sales tax. Unless we can find another way to fund the national reserve, how will we fund the departments next year? Some of that will come back via purchases but not near enough, in other words, this will bankrupt us if we don't do it.

one thing though....not everyone is employed for a full year....there are terms.....I am the only continuously employed citizen of the government...everyone else is elected to either a 3 month to six month basis....wouldn't be good to pay lump sums....

I did not mean a year, I was think salary, so......anyway We have the gov salaries set, regardless of term, all I need to know is the rate to take out. 30% is very modest, and should not have any adverse affects on anyone, of course this rate would not apply to budgets, only paid income.

How about taking care of the whole problem at once, it is great that you accepted the budget, but how about the interest rate, being the Third Minister means that you need to improve, or accelerate the growth in your offices.
The budget was already created, shortly after you left, we need help with the tax rate......actually no we don't.
I am implementing the salaries, with the 30% reduction.

To further elaborate, the Monarch is the only position that is currently receiving a salary, the government is suspended so the MOS and all Delegates do not get paid, also the parliament was supposed to approve the pay that each Minister was supposed to get, which was to be taken out of their budget, so we have a couple of steps to take.
