Welcome to the New Hawai’i and Early Luthoria exhibit here at the Luthorian National Museum. In this fine collection of artifacts from the early days of this Kingdom, you will find the first flags of our country, the founding documents and other important decree’s and speeches, and other important early symbols, including the first Royal Seal that was adopted by the Royal Family. Here is the Decree of Governance, the governing document that served New Hawai'i, and then Luthoria, from June 14th until November 7th, when the Constitution of the United Kingdom of Luthoria was approved. Also posted is every amendment made to the original document.

Decree of Governance of the Kingdom of New Hawai’i

• The Kingdom of New Hawai’i will be governed first and foremost by the reigning monarch.
• The people will be represented in the Royal Government by the Royal Parliament, which shall consist of all citizens ( except the Royal Family except the Reigning Monarch). The Parliament will be led by a Prime Minister, who will only vote in a tie, and who will be elected by the Royal Parliament every four months, and will be formally accepted by the reigning monarch (this is a formality. Should the reigning monarch refuse a Prime Minister, Parliament could overturn this veto.
• Parliament will be directly in charge of all domestic affairs and departments. Laws passed by the Parliament require the approval of the Prime Minister and the reigning monarch. Should only one person give approval, Parliament must revote to override the other person’s veto. However, if both the Prime Minister and the reigning monarch do not approve of a law, it will not go into effect.
• The Prime Minister may serve an unlimited number of terms, and can be removed by ¾ vote of the Royal Parliament, and with the approval of the reigning monarch.
• The Prime Minister shall be directly in charge of Domestic and Foreign affairs (however, only the reigning monarch can declare war against another nation), and may establish any department or agency to deal with these affairs, and may issue any order that deals with these areas. Only a combined effort of the reigning monarch and the Royal Parliament may void a Prime Minister’s actions.
• The reigning monarch will have direct control of the armed forces of the Kingdom.
• The reigning monarch will appoint a Royal Cabinet, which shall consist of the Minister of Defense, Minister of Foreign Affairs, Minister of Internal Affairs, and Minister of the Treasury. The members of this cabinet can be selected or removed at any time, and must be approved by the Parliament.
• All treaties between the Kigndom of New Hawai’i and other nations must be approved by both the reigning monarch and the Prime Minister.
• The national budget shall be issued every 4 months, and be approved by both the reigning monarch and the Prime Minister.
• All criminal and civil cases shall be heard by the Royal Supreme Court, which will be headed by the reigning monarch, or a Royal Chief Justice which the reigning monarch may wish to appoint, and whom may server for any length of time, and be removed at any time by the reigning monarch, with the approval of the Prime Minister.
• All new immigrants must submit an application with to become a citizen, providing the following information:
Name
E-mail
Macronationality (ie: the US, Canada, Ireland, etc..)
Other micronationalities, if any
Interests
• All applications will be reviewed and either approved or rejected by the Immigration Committee, which will consist of the Minister of Internal Affairs, Minister of Foreign Affairs, Minister of Defense, and headed by the reigning monarch, who will be a non-voting member.
• All new citizens must go through a 1 week naturalization process, during which time they cannot vote or hold any public office, whether elected or appointed. During this time, if any information is presented to the Immigration Committee, and confirmed, that points to criminal activity done by the new citizen, the Committee will hold a hearing to determine whether or not allow this person to keep their citizenship
• The King may, in special circumstance, negate the 1 week naturalization process.
• By the end of 1 week, a new citizen must take on a Hawai’ian name.


This nation will be governed by these rules from now on. These rules may only be changed by a joint action of the reigning monarch and the Royal Parliament.

Ladies and Gentlemen, I hereby abolish the last clause in this document, which requires new citizens to take on a Hawaiian name. Due to the fact that we are now allowing mulitple cultures, this clause is no longer needed.

I would like to amend this Decree to state that only the reigning monarch cannot vote, not the entire royal family.

I know that the decree calls for changes to require a join move of myself AND the Royal Parliament, so once the Parliament is in session next week, I will present these changes to be confirmed.

I hereby decree the following addition to the Decree of Governance:

In the case of an abdication or other vacancy of the position of the Reigning Monarch, this will be the line of Sucssesion: Crown Prince/Princess, Prince/Princess, Baron/Baroness, Duke/ Duchess. This will work by age (so if there is two or more of any one title, the eldest will take the position first). Any member of the Royal Family has the right to decline to take the throne. Should there be no heir in the upper nobility, the Parliament will elect a new reigning monarch.

In the case of a Prime MInister being incapacitated, resignation, or any other event which prevents the current Prime Minister from holding office, the succession for this offcie will be as follows: Deputiy Prime Minister (which will be appointed from a Non-Royal member of Parliament), the Defense Minister, Foreign Minister, Interior Minister, Treasury Minister, and then the Justice Minister. Should no-one be willing, or able, to fill the vacancy of the Prime Minister-ship, a new election will be held.

I hereby decree that the Ministry of Justice be upgraded to become a member of my Royal Cabinet.

It should be noted that, allthough the Constitution of the UKL wasn't approved until November 7, for the month of October the acctual government established above was dissolved at the vote of the Parliament in order to hold a Constitutional Convention.
