Ladies and Gentlemen of the United Kingdom of Luthoria,
I am finally back from my one month leave of absence. I appologize for not being able to be here and help things move along. But I can assure you, this is changing now.
Since I left last month, we have had more people either resign or leave Luthoria. While this deeply saddens me, I am not going to allow this to deter me from leading this country.
Due to the fact that almost no one has been active this last month, and due to the fact that we only have 7 citizens at the moment, I have come to the conclusion that we are currently unable to opperate the constitutionally mandated governement. So, to spure recovery and rebuilding, I am temporarily suspending the constitutional government.
In it's place, I am instituting an interim government which will consist of myself and 3 ministers: The First Minister, who shall oversee Foreign Affairs and Defense, the Second Minister, who shall oversee the Interior, and the Third Minister, who shall run the Treasury and who will serve as Cheif Justice. This temporary government will be in place from now until April 7, 2008, when we will hold our regularly scheduled elections for Parliament and Minister of State. From now until April 7, the interim government will do everything possible to attract new citizens, increase activity, and to try and bring back citizens that have left us at the moment.
I am officially naming Dylan Críostóir as First Minister, Madam Elikapeka as Second Minister. I have not yet decided who I want to serve as Third Minister, so that position will officially be left vacant for the moment.
Citizens of Luthoria, please do not be alarmed by this action. It is not something I do lightly. I worked hard with our leaders to hammer out a workable constitution for this nation, and it pains me to even temporarily suspend it. But extraordinary times call for extraordinary measures.
As far as the offices of the 5 Vice Ministers of State goes, I will be leaving them in place. The 5 VMS offices will report to one of the 3 Royal Ministers. I will be opening a Cabinet Room in the Palace for the Ministers and myself to discuss issues of State.
I can tell you that I have several plans for Luthoria. I do have an official land map that will go into use. I also have worked out an immigrant incentive program, which will include a money bonus and a land gift, and all current citizens will receive this as well.
