Minister O'Cullen,
We need to begin setting up the economy. This is an undertaking that I will be more than happy to help you with as I have done it once before.
Begin by assigning values (monetary cost) to all building materials. (wood, stone, and other materials.) We may not get all materials the first go around, so just make the list and keep going, adding more later is not a problem.
As soon as the parliament is up and running, you and I will be making a budget. This will be the funding to each group of the government. It will need to be approved by the parliament, so I want to take at least 2-3 weeks to do this.
With the budget in place we will get federal spending into gear. Next we need to start commercial (businesses) spending. My suggestion is that we give a bonus to all existing and all newly founded businesses, so they can begin mass producing products. Then we will create a materials list that each business specifically uses, kind of like a spreadsheet to let them calculate costs.
Personal spending will be a little easier to figure out, but a little harder to drive. All we can do here is assign the values to the commercial material, then businesses will charge enough to cover the cost to make and build and then some for minor profit.
Taxes, will be the biggest thing to figure out. Right now I suggest that we do a 2% on all government, 3% for commercial, and 3% for personal transactions.
All transactions will need to be done on a ledger in the National Bank, which is in the Financial District. This has been divided into separate areas, government, commercial, and personal. Taxes on each transaction need to be transfered into the Federal Reserve account.
I will be delivering more information at a later date, I know that today is a holiday, so we will start bright and early tomorrow morning.
