Here is the new constitution, which was officially approved on November 7, 2007 (today)
The Constitution of the United Kingdom of Luthoria
We, the people of the United Kingdom of Luthoria, come together in common cause to unite and strengthen our nation. We seek to establish a more efficient, more productive government, one that can serve our nation for years to come. We want Luthoria to thrive, to prosper, and to grow, and so come forth to write this constitution to ensure peaceful rule at home and prosperity for years to come. So, in the sight of God Almighty, the giver and taker of Earthly authority, we do establish this constitution for our Kingdom.
Article I. The Monarchy
Section 1.01 Definition
(a) The monarchy will consist of the Reigning monarch (King or Queen), and all the members of the Royal Family.
(b) The Reigning Monarch will be the official head of state for the United Kingdom of Luthoria. He or she will serve in that function at home and abroad, and will serve a life term, unless they decide to step down
(i) Should the Reigning Monarch step down, then the succession shall proceed as follows
1) Queen-if the Reigning Monarch is a King and is married
2) Crown Prince/Princess
3) Duke/Duchess- by number of posts
4) Baron/Baroness- by number of posts
5) Lord/ Lady- by number of posts
(c) The Reigning Monarch may also be removed from office by ¾ majority vote of the ENITRE population of the United Kingdom of Luthoria. Such a vote will require a majority of the Ministry of State to approve of it, and will be ran by the Minister of State.
Section 1.02 Powers of the Reigning Monarch
(a) The Reigning Monarch will be the overseer of the Royal Ministry of State, which the Monarch will have the power of veto over. (This can be overturned by a vote of the majority of the members of the Royal Ministry of State).
(b) The Reigning Monarch will have the power of veto over the Grand Parliament, when it is in session (This veto can be overturned by a majority of the elected members of the Grand Parliament)
(c) The Reigning Monarch will have the power to issue any decree on internal or external policies. Such decrees, however, can be vetoed by a majority of the members of the Ministry of State, with the approval of the Minister of State.
(d) The Reigning Monarch, with the permission of the Grand Parliament, may declare war.
(e) For a treaty to go into affect between the United Kingdom of Luthoria and any other nation/ entity, the Reigning Monarch, and the Minister of State, must approve of it.
(f) The Reigning Monarch will serve as State Electoral Commissioner during ALL elections, and will not be allowed to vote, or be able to show favor or preference to any candidate in any election.
Article II. The Ministry of State
Section 2.01 Definition
(a) The Ministry of State will be the all-encompassing government body that will run the United Kingdom of Luthoria. It shall be headed by the Minister of State.
(b) The Minister of State will be elected every six months (in April and in October) by a majority vote of the ENITRE population.
(i) To be the Minister of State, a person must have been a citizen for at least 3 months.
(ii) When elected, the new Minister of State will be sworn in by the Reigning Monarch, and will say the following “I, (insert name) will do my best to serve this nation, to follow, uphold, and protect the Constitution of the United Kingdom of Luthoria, and to follow, with the best of my ability, the will of the people of this Kingdom.”
(iii) A Minister of State may only be removed by a majority vote of the ENITRE population, and only with the approval of the Reigning Monarch (a royal veto may be overturned with a ¾ majority vote of the population)
(c) The Ministry of State will be in charge of all of the following areas:
(i) Foreign Affairs
(ii) Internal Affairs
(iii) Defense
(iv) Treasury/ Economic Affairs
(v) Justice
(d) The Minister of State will appoint the people to the following position which will oversee the above mentioned areas that the Ministry of State is in charge of:
(i) Vice Minister of State for Foreign Affairs
(ii) Vice Minister of State for Internal Affairs
(iii) Vice Minister of State for Defense
(iv) Vice Minister of State for Finance
(v) Vice Minister of State for Justice
(e) Once the Minister of State has appointed his Vice Ministers, the appointees must be approved of by the Reigning Monarch before they take office.
(f) A Vice Minister of State may only be removed by a direct order of the Minister of State with the permission of the Reigning Monarch. However a royal veto may be overturned if the Minister of State and a 2/3 majority of the Grand Parliament agree to do so.
Section 2.02 Powers of the Ministry of State
(a) The Ministry of State will have the full authority to make any law in the areas that it oversees.
(i) These laws will usually be made by Vice Ministers of State, and must be approved of by the Minister of State
(ii) Laws made by the Minister of State himself do not need approval, per say, but laws issued by the Minister of State may be vetoed by the Reigning Monarch within 14 days.
(b) Any law made by the Ministry of State may be removed by a vote of the Grand Parliament, when it is in session.
Article III. Grand Parliament
Section 3.01 Definition
(a) The Grand Parliament of Luthoria will be the legislative body of the United Kingdom.
(b) The Grand Parliament will consist of 4 provincial delegates, and will be headed by the Minister of State, who will act as a tie-breaker .
(c) The Grand Parliament will only meet year round.
(i) There will be 4 sessions of the Grand Parliament each year:
1) Winter-January, February, March
2) Spring- April, May, June
3) Summer- July, August, September
4) Fall- October, November, December
(ii) Each session will begin on the first Monday of the first month of the session, unless election problems cause the opening to be delayed
(iii) The Grand Parliament will be called to order by the Reigning Monarch
Section 3.02 Membership
(a) As stated above, there will be 1 regional delegate from each of the four provinces:
(i) Emeraldia, Germania, New Hawai’i, and Luthoria
(ii) The Royal District of Ali’i Kaona will vote in the New Hawai’i election for delegate, and
(iii) The Royal Colony of St. Patrick will vote in the Luthoria election for delegate
(b) Elections for these delegates will occur 1 week prior to the opening of the Grand Parliament.
(c) To be eligible for office, a person must have been a citizen for at least 1 month, and officially reside in the Province he or she wishes to represent.
Section 3.03 Powers
(a) The Grand Parliament will be able to review and change any law created by the Ministry of State and or by the Monarchy
(b) The Grand Parliament will be able to establish any new law it deems necessary for Luthoria, in any area that the Government has authority in.
(c) The Grand Parliament will be able the sole body allowed to amend this constitution
(d) The Grand Parliament will not be able to:
(i) Declare war
(ii) Regulate treaties of any kind that already exist, or to make new ones.
(e) All action taken by the Grand Parliament will require the approval of the Reigning Monarch, although his or her veto may be overruled by a 3/4 vote of the Grand Parliament.
Section 3.04 Parliamentary Procedures
(a) All suggestions and or general discussion will occur on the main floor of the Parliament.
(b) A topic must receive a motion and a second from the delegates before it will be taken into the Parliamentary Discussion chamber by the Minister of State
(c) A topic in the Discussion Chamber must receive a motion and a second from the delegates before it can go to vote, and the topic must have been discussed for at LEAST 48 hours, before the Minister of State may create a poll. ( the Minister of State, if he or she wishes, may put a longer time limit in place)
(d) Once a vote is over, and if a motion has passed, the Reigning Monarch has 48 hours to veto the motion before it becomes law.
Article IV. Supreme Court of Luthoria
Section 4.01 Definition
(a) The Supreme Court of Luthoria will be the highest court of the Kingdom.
(b) The Supreme Court of Luthoria will be headed by a Chief Justice, who shall be appointed by the Minister of State after every election of a new Minister of State.
(c) As with all other appointments made by the Minister of State, the Chief Justice must be approved of by the Reigning Monarch
Section 4.02 Powers
(a) The Supreme Court of Luthoria will have the authority to hear all civil and criminal cases within the United Kingdom of Luthoria.
(b) The Supreme Court of Luthoria will have the authority to review all laws and decrees made by the Ministry of State and the Grand Parliament, and ensure that such laws and decrees are in line with this Constitution. .
(c) Any law found unconstitutional by the Supreme Court will be removed from the law books within 48 hours of a ruling.
Section 4.03 Operations of the Court
(a) For a case to be heard, the plaintiff must file a request for a hearing with the court.
(b) Should the court deem a case credible and worthy of a hearing, a date will be set by the Chief Justice.
(c) Each side will be allowed to give opening statements before the court, call at least 2 witnesses, be allowed to cross examine the witnesses called, and give closing arguments.
(d) After hearing closing arguments, the Chief Justice will be given at least 36 hours to make a decision.
(e) Should the verdict be found unsatisfactory by either side, they may appeal to the Reigning Monarch for a new trial, and the Reigning Monarch will preside over the trial instead. The verdict of the new trial will stand and be final.
Article V. Citizenship
Section 5.01 Definition
(a) A citizen of the United Kingdom of Luthoria is anyone who has applied with the Government for citizenship, provided requested information, and waited for approval and gone through a minimum 1 week (maximum of 4 weeks) naturalization period.
Section 5.02 Required Information
(a) The following information will be required of all citizens:
(i) Name
(ii) Macronationality
(iii) Other Micronationalities
(iv) Interets
(b) Once this Information is has been submitted, the Reigning Monarch will take the application to the Immigration Committee
Section 5.03 Immigration Committee
(a) The Immigration Committee will consist of the Vice Minister of Interior Affairs, Vice Minister of Foreign Affairs, Vice Minister of Defense, and the Reigning Monarch, who will serve as a non-voting head.
(b) The Immigration Committee will review the application, and if the applicant does not pose a security threat to the nation, he or she should be approved. A vote of the Committee members will decide this.
(c) Once an application is approve, new citizens are required to wait for a one week naturalization period before they may hold any government position. This may be waived by the Reigning Monarch and or the Minister of State in special circumstances.
Article VI. Rights of Citizens
Section 6.01 Definition of the Rights
(a) Each citizen will be guaranteed the following rights:
(i) Freedom of Religion
(ii) Freedom of Speech and Press
(iii) Freedom from Discrimination based on race, sex, or religion.
(iv) Freedom to a Fair Trial
(b) These rights may NOT be removed from this constitution at any time. More may be added, but these cannot be removed or changed.
Section 6.02 Protection
(a) Any citizen who tries to deny another citizen these basic rights will be punished by a ban from the national forums for at least 2 weeks, if convicted, and will be barred from holding a government position for at least 6 months.
Article VII. The Forum
Section 7.01 Location
(a) The Location (service) of the National Forums may only be selected by the Grand Parliament
(b) The Location of the National Forums may only be changed by the Grand Parliament
Section 7.02 Administration
(a) The Primary (Executive) level of administration will be reserved for the Reigning Monarch and the Minister of State.
(i) Primaries may not edit other people’s posts.
(ii) Primaries may not delete users without expressed consent of the users or without official orders from the Supreme Court
(b) The Secondary (Vice Minister) level of administration will be reserved for the Vice Ministers and any other lower level government administrator.
(i) Secondary levels may only use their powers in forums of which they are placed in charge of.
(ii) Secondary levels may not edit other people’s posts.
(iii) Secondary levels may not edit the forum settings.
(c) Any person convicted of abusing his or her administrative authority will be banned for no less than 2 weeks, and not be allowed to hold office for at least 6 months.
Section 7.03 Conduct
(a) Words that have been either deemed inappropriate by the forum provider or by the Grand Parliament will not be allowed. If anyone is found to have posted such a word, they will be banned for one week upon conviction.
(b) Citizens will respect one another when posting. Attacks upon another person’s character directly will not be permitted. If convicted of doing so, a person will be banned for one week.
(c) Citizens who attempt to hack the forum in anyway, or use another’s password without permission, will be charged with treason, and if convicted, will be banned for no less than 9 months.
Article VIII. Culture
Section 8.01 Definition
(a) The Culture of Luthoria will consist of the following sub-cultures:
(i) Irish
(ii) German
(iii) Hawaiian
(b) The official Languages will be:
(i) English (Primary)
(ii) Irish/Gaelic (Secondary)
(iii) German (Secondary)
(iv) Hawaiian (Secondary)
Article IX. The Provinces
(a) There will be 4 Provinces, 1 District, and 1 Colony which make up the United Kingdom. They are:
(i) Province of Emeraldia
(ii) Province of Germania
(iii) Province of New Hawai’i
(iv) Province of Luthoria-Luthoria Island
(v) Royal District of Ali’i Kaona (the Capital)
(vi) Royal Colony of St. Patrick
Section 9.02 Governance
(a) There will be 1 governor over each of the four provinces.
(b) The Provincial Governors will be selected based on the number of posts a person has, and which province they live in. The person with the highest number of posts in each province will be governor.
(c) Provincial Governors will be reselected every April and October
(d) Provincial Governors will have the authority to run their region as they see fit, as long as they remain within the law of Luthoria. They may create, or not create, any agency, bureau, or body they see fit to create to help them run their province.
Article X. Supremacy
Section 10.01 Definition
(a) Once this constitution is approved, it shall become the supreme law of the land, and have full authority over any laws before it and any made after it’s approval.
(b) This constitution may only be removed by a majority vote of the Grand Parliament, in which case the government would be dissolved, and sole governing power would be inferred onto the Reigning Monarch, who would be allowed to do as he or she pleased.
(i) If the Grand Parliament does vote to remove this constitution and dissolve the government, the King must hold a new constitutional convention within 30 days of the dissolution.

(a) There will be 1 governor over each of the four provinces.
(b) The Provincial Governors will be selected based on the number of posts a person has, and which province they live in. The person with the highest number of posts in each province will be governor.
(c) Provincial Governors will be reselected every April and October
(d) Provincial Governors will have the authority to run their region as they see fit, as long as they remain within the law of Luthoria. They may create, or not create, any agency, bureau, or body they see fit to create to help them run their province.
Article X. Supremacy
Section 10.01 Definition
(a) Once this constitution is approved, it shall become the supreme law of the land, and have full authority over any laws before it and any made after it’s approval.
(b) This constitution may only be removed by a majority vote of the Grand Parliament, in which case the government would be dissolved, and sole governing power would be inferred onto the Reigning Monarch, who would be allowed to do as he or she pleased.
(i) If the Grand Parliament does vote to remove this constitution and dissolve the government, the King must hold a new constitutional convention within 30 days of the dissolution.
